Veeam Agent Manager service fails with error code 0×80040154

A very frustrating error, with the following Job Log text.

AgentManagerService: Failed to start agent, Host 'VeeamBackupHost'
Error code: 0x80040154 Failed to create instance of DOMDocument

The magical answer is, restart Veeam Backup Proxy Service and hit Retry.
